Nagpur Slum Development Programs fails Despite ₹21.85 Crore Sanctioned, Only 24% Funds Used in the last Three Years

The Department of Social Justice and Special Assistance has sanctioned ₹21.85 crore over the past three years to enhance civic amenities in Nagpur’s backward localities under the Bharat Ratna Dr Babasaheb Ambedkar Social Development Scheme. However, only ₹5.37 crore which is just 24.57% of the allocated funds—has been released so far, severely hampering development efforts in the city’s slum pockets.Despite the Nagpur Municipal Corporation (NMC) completing over 90% of the tendered work, contractors have halted further progress due to delayed payments.
With the state government convening its Winter Session in Nagpur, residents are hopeful that these stalled projects will finally receive the attention they deserve.Municipal records reveal a persistent gap between sanctioned funds and actual disbursements. In 2024–25, projects worth ₹5 crore were approved, but only ₹50 lakh released. In 2022–23, ₹1.37 crore was disbursed against ₹6.85 crore sanctioned, while in 2023–24, just ₹3.50 crore of the ₹10 crore approved was released.Several major projects have been severely impacted.
In Ashok Chowk–Rahatekar Wadi and Lakdipul–Sweeper Colony (Gangabai Ghat), ₹4 crore was sanctioned in 2022–23 for drainage retaining walls. Though the work is fully completed, NMC has received only ₹80 lakh, leaving ₹3.20 crore unpaid. Similarly, construction of the Trisharan Buddha Vihar in Babulkheda stalled after just ₹20 lakh of the ₹1 crore sanctioned was released.
At the same time, in north, west, and central Nagpur, 12 slum development projects—including road construction, gutter lining, and ground beautification—were approved for ₹1.40 crore, but only ₹28 lakh has been disbursed despite ₹59 lakh worth of work being completed.
This chronic delay in fund release has left dozens of vital civic projects stranded mid-way. NMC officials warn that unless the department releases the remaining funds, development in some of Nagpur’s most vulnerable communities will remain at a standstill.
