Nagpur Flooded Again: High Court Questions Civic Body’s Annual Monsoon Preparedness

The Nagpur bench of the Bombay High Court has issued a stern rebuke to the Nagpur Municipal Corporation (NMC) regarding its recurring claims of monsoon readiness. Following a heavy downpour on Tuesday that once again submerged large parts of the city, the court indicated that annual civic assurances have repeatedly failed to yield lasting solutions.

The sharp observations were made on Wednesday by a division bench comprising Justice Urmila Joshi-Phalke and Justice Nivedita Mehta during the hearing of a Public Interest Litigation (PIL) filed by Janmanch concerning cement concrete road construction. Taking suo motu cognizance of the widespread waterlogging, the court orally questioned who should ultimately be held accountable for these persistent failures.

Scrutiny of Civic Claims: The bench noted that despite annual announcements regarding drain desilting, pre-monsoon planning, and infrastructure upgrades, the city routinely floods with every heavy spell of rain.

Broader Agency Accountability: The court extended its criticism to the Public Works Department (PWD) and the police, framing the recurring inundation not merely as a civic inconvenience, but as a severe public safety hazard.

Concerns Over Student Safety: Highlighting construction debris left outside Somalwar (Nikalas) School, the judges remarked that authorities failed to secure a safe environment for schoolchildren, adding that it was fortunate no untoward incident had occurred.

Severe Traffic Disruptions: The court specifically noted chronic flooding in Narendra Nagar and Manish Nagar, pointing out that commuters were forced to take lengthy detours through Chichbhavan and Khapri due to submerged roads.

Demands for Action & Next Steps

Rejecting routine or generic explanations, the High Court has directed the NMC to submit a comprehensive report detailing:

Immediate steps taken to mitigate waterlogging and their measured effectiveness. A long-term, permanent strategy to eliminate flooding in Nagpur.

The bench warned that vague submissions would be rejected and cautioned that if the report reveals negligence, the Municipal Commissioner will be summoned to personally explain the lapses.

Advocate Gemini Kasat represented the NMC, while Additional Government Pleader Sangeeta Jachak appeared for the State. The matter is scheduled for its next hearing on Friday, July 31.
